Here's a dark city 16x16 topdown tileset. The tileset contains background tiles, furniture, props and characters to easily create levels for dark-themed modern RPGs.
You can use this tileset for whatever you like (CC-0). Credit is not necessary, but if you create something awesome using this tileset I'd be really happy to see your work.
